This is the head of the legendary Mekanda DX toy, made in Japan in 1977. This is one of the hardest-to-find, rare toys that Bullmark has ever produced. To complete the set you need the 3 other parts: the body, the arms, and legs. These separate toy pieces came in their own boxes that you needed to purchase separately.

This is overpriced. You can get this on ebay or yahoo japan for about $800.
